PEO pricing: what is published, and what you only learn by being quoted.

Most PEO pricing pages say "contact sales." We read all 36 of them so you do not have to. Two providers print a per-employee price; the other 34 quote each company individually. Below: exactly what is published, with the source, and how a real PEO quote is built.

Of the 36 PEOs in our directory, 2 publish a per-employee price on their own website (Justworks and Deel PEO). The other 34 quote each client individually. Checked 2026-09-27.

Both figures are the administrative fee only. Medical, dental and vision premiums, workers' compensation and employer payroll taxes are billed on top, and they usually add up to far more than the fee. A published $124 per employee per month can be the smaller half of the invoice once a 40-person benefits census is priced.

Everything below is what a PEO prints on its own website. We do not publish figures from quotes we receive for clients, and we do not repeat third-party estimates. If a provider changes its pricing page, tell us and we will update the table.

How a PEO quote is actually built.

Every PEO invoice has two halves. The administrative fee is what the PEO charges for running payroll, tax filing, HR support, compliance and the platform. It is priced one of two ways: a flat per-employee-per-month amount (PEPM), or a percentage of gross payroll. The pass-through costs are the money that goes to someone else through the PEO: medical, dental and vision premiums, workers' compensation, employer payroll taxes, and any state-specific charges.

TriNet's pricing page explains the PEPM model with its own illustration: a company with 20 employees at a $150 PEPM rate pays a $3,000 monthly administrative fee. What moves the administrative fee from one company to the next: headcount (larger groups get a lower PEPM), the states you employ in, your workers' compensation class codes and loss history, how much HR support you want bundled, and whether the PEO expects to write your medical. What moves the pass-throughs: the age and location mix on your benefits census, the plans your people choose, and your comp classes. Two companies with the same headcount can be quoted $100 per employee apart on the fee and $2,000 per employee apart on medical.

What to compare instead of the sticker

When quotes arrive, convert every administrative fee to a per-employee-per-month figure, separate it from the pass-throughs, and then compare each line on its own: the medical rates on your actual census, the workers' compensation rate per class code, any setup, per-check or off-cycle fees, and the terms that govern year two (rate guarantees, renewal caps, exit notice). How much does a PEO cost per employee per month?

It depends on which PEO, and most will not say until they have quoted you. As of September 27, 2026, 2 of the 36 PEOs in our directory publish a per-employee price on their own website: Justworks (PEO Basic $79 and PEO Plus $124 per employee per month, no base fee) and Deel PEO (starting at $125 per employee per month). The other 34 quote each client individually based on headcount, states, workers' compensation class codes, the benefits census and claims history. The administrative fee is also only part of the bill: medical premiums, workers' compensation and employer payroll taxes are passed through on top of it.

Why do most PEOs not publish pricing?

Because the administrative fee is priced against risk they cannot see until they underwrite you. Workers' compensation class codes, the states you employ in, the age and location mix on your benefits census, turnover and prior claims all move the number. TriNet's own pricing page says its pricing is customized by company size, industry and geographic footprint; CoAdvantage's says it does not publish a fixed rate. The practical consequence for a buyer is that the only way to know a PEO's price for your company is to be quoted, which is the work a broker does for you at no cost.

Is a flat PEPM fee or a percentage of payroll better?

A flat per-employee-per-month (PEPM) fee is easier to forecast and does not rise when you give raises or pay bonuses. A percentage of payroll can look smaller on day one for a lower-wage workforce but grows with every wage increase and can bundle the administrative fee together with taxes and workers' compensation so you cannot see the fee on its own. When you compare quotes, convert everything to a per-employee-per-month administrative fee and separate it from the pass-through costs before you compare providers.

What is in a PEO quote besides the administrative fee?

Medical, dental and vision premiums on your census (usually the largest line), workers' compensation rates by class code, employer payroll taxes, and sometimes setup or implementation fees, per-check fees, state surcharges and year-two increases. Two quotes with the same administrative fee can differ by tens of thousands of dollars a year on the medical line alone, which is why we compare the whole invoice rather than the sticker.

Does using a PEO broker add to the price?

No. There is no cost to you for our comparison. We are paid by the PEO you select, at the same rate whichever one it is, out of the PEO's margin rather than as a line added to your invoice. Because we bring the PEO a fully documented, pre-qualified company, the quotes we collect are typically the PEO's competitive pricing rather than a first offer.
