Our take

GMS is a solid regional pick for the kind of employer many PEOs quote reluctantly: construction, trucking, staffing, manufacturing and other payrolls where workers' compensation drives the economics. The branch-office model and the Ohio self-insured workers' comp program give it real credibility with trades businesses, and IRS certification since 2018 covers the federal payroll tax liability question. Where we press is financial assurance and benefits leverage: GMS carries CPEO status but not ESAC accreditation, and a worksite-employee base around 50,000 does not buy medical rates the way a national PEO can. We would compare a GMS quote line by line against at least one national PEO on the health renewal and one regional peer on the workers' comp modifier.
