FrankCrum Review 2026

Family-owned Florida PEO with its own workers' compensation carrier

Founded: 1981·Best for: 10–500+ employees (sweet spot: 10–150)·Bundled administrative fee quoted per client, driven by payroll size, headcount and workers' comp risk class

Our take

FrankCrum is the PEO we look at first when a client's workers' compensation is the hard part of the deal. Owning the carrier means comp pricing and claims handling sit under one roof, and pay-as-you-go premiums remove the deposit that sinks a lot of small contractors. The tradeoff is credentials: they carry neither IRS CPEO certification nor ESAC accreditation, which we always surface for CFOs who treat those as a screening requirement. For a Florida or Southeast employer in the trades, we think the comp economics usually outweigh that gap; for a multi-state tech employer, they are not the right fit.

What FrankCrum does well

  • Owns its workers' compensation carrier, Frank Winston Crum Insurance, so comp is underwritten in house rather than brokered
  • Pay-as-you-go workers' comp premiums with no large down payment and fewer year-end audit surprises
  • Bundled core package: payroll, HR support, workers' comp, compliance and EPLI in one rate
  • Long operating history since 1981 and a founding member of NAPEO
  • Genuine appetite for blue-collar risk classes that tech-oriented PEOs decline

Watch-outs and limitations

  • Not on the IRS CPEO list and not ESAC-accredited
  • Footprint is concentrated in Florida and the Southeast, with newer expansion into California, Texas, Arizona and Georgia
  • No published pricing; every quote is custom
  • Technology platform is functional rather than best-in-class
