ProService Hawaii Review 2026

Hawaii-only PEO built around state-specific compliance, with offices on four islands

Founded: 1994·Best for: 1 to 500-plus employees (the company markets three tiers: 1 to 25, 26 to 99, and 100-plus)·Quote-only, typically PEPM or percentage of payroll

Our take

For an employer whose people are all in Hawaii, ProService is usually the first call we make. The Prepaid Health Care Act, state TDI rules and island labor market are enough of a specialty that local depth beats a national brand here, and the four-island office footprint means someone can actually show up. We do flag two things: the company is not on the IRS CPEO list, so the federal tax-liability shift some finance teams insist on is not available, and private equity ownership since 2023 means buyers should confirm service-team continuity and renewal pricing in writing. Once a client opens a mainland location, we typically look at pairing or replacing them with a national PEO.

What ProService Hawaii does well

  • Deepest bench in the state for Hawaii-specific rules, including the Prepaid Health Care Act, temporary disability insurance and state wage law
  • ESAC accredited continuously since August 2006, with bonded financial assurance
  • Offices on Oahu, Maui, Kauai and the Big Island, so service is genuinely local rather than remote
  • Serves more than 3,000 Hawaii employers and over 50,000 worksite employees, real scale inside one state
  • HMSA and Kaiser medical plans plus 401(k), FSA, supplemental lines and an EAP

Watch-outs and limitations

  • Not on the IRS CPEO list, so there is no federal sole-liability tax shift
  • Hawaii only, so multi-state employers need a second provider or a national PEO
  • Technology is delivered across multiple platforms rather than one proprietary system
  • No published pricing; every quote comes through a sales conversation

Employers wanting in-person HR support on neighbor islands

Hospitality, food service and construction employers in Hawaii

⚠ Not ideal for
