ProService Hawaii Review, an independent broker's honest assessment.

ProService Hawaii is the dominant PEO in the one state where local depth matters more than a national brand: the Prepaid Health Care Act, temporary disability insurance and island wage law are a specialty, and ProService has offices on four islands, ESAC accreditation since 2006 and more than 3,000 Hawaii employers on its books. The two things to weigh are that it is not on the IRS CPEO list and that the PEO brand serves Hawaii only, so a mainland location falls outside its footprint.

Quick verdict: the TL;DR.

Our score
4.0/5
Unmatched Hawaii compliance depth, real local scale and a long ESAC record; held back by the absence of CPEO certification, a Hawaii-only footprint and technology spread across several platforms.
Best for
Hawaii-based employers of any size, especially hospitality, food service, construction and healthcare groups that want in-person HR support on the neighbor islands.
Worst for
Employers with no Hawaii operations, mainland multi-state companies that want one national PEO, and buyers who require IRS CPEO certification.
Sweet spot

We've placed clients with ProService Hawaii across multiple industries and headcounts. The assessment below reflects what actually happens in real engagements, not what the ProService Hawaii sales deck says happens, not what the affiliate review sites report based on commission spreads, and not what aggregated G2 stars suggest.

Company background: ProService Hawaii.

ProService Hawaii was founded in 1994 and has grown into the largest PEO in the state, serving more than 50,000 worksite employees in Hawaii and more than 70,000 across all ProService brands. It is privately held: Silver Lake took a majority investment in May 2023, following earlier backing from FFL Partners, and the company acquired Makai HR the same year, bringing its own staff to about 395.

What sets ProService apart is not size for its own sake but where the size sits. More than 3,000 Hawaii employers run payroll through it, and the company keeps offices on Oahu, Maui, Kauai and the Big Island. For an employer with a restaurant on Maui and a warehouse in Kapolei, that means a person who can show up, not a mainland phone queue working in a different time zone. The company markets three tiers, 1 to 25, 26 to 99 and 100-plus employees, and serves hospitality, food service, construction, healthcare, nonprofit and retail employers.

On credentials, ProService has been ESAC accredited continuously since August 2006, with bonded financial assurance behind its payroll tax and benefit obligations. It is not on the IRS CPEO list, which means the federal sole-liability shift for employment taxes that a certified PEO provides is not available here. For most Hawaii small businesses that is a secondary point; for a finance team that screens on it, it is the first question.

Pricing: what to expect.

ProService does not publish pricing. Every quote comes through a sales conversation and is typically structured as PEPM or as a percentage of payroll, built from headcount, the workers' compensation class codes in the group and the benefits census. Ask for both structures so you can compare like for like against any other quote.

In Hawaii the medical line carries extra weight because the Prepaid Health Care Act sets a floor on what an employer must provide and how much of the premium an employee can be asked to pay. ProService offers HMSA and Kaiser medical plans alongside 401(k), FSA, supplemental lines and an EAP, which are the plans most island employees already know. When you compare, put the plan-by-plan rate table beside your current renewal rather than looking only at the administrative fee.

Agreements are typically annual. Given the private equity ownership since 2023, we would also ask for the renewal pricing method and the service-team continuity commitment in writing before signing, and we would confirm the notice and exit terms in the client service agreement.

Strengths: what ProService Hawaii does well.

The deepest Hawaii compliance bench in the market

The Prepaid Health Care Act, state temporary disability insurance and Hawaii wage law are rules most national PEOs handle from a mainland desk. ProService handles them as its core business, and for a Hawaii employer that is the difference between a compliance answer and a help article.

Offices on four islands

Oahu, Maui, Kauai and the Big Island each have a ProService office, so service is local rather than remote. For an employer whose managers want to sit across a table from their HR support, no national PEO matches that in Hawaii.

Real scale inside one state

More than 3,000 Hawaii employers and more than 50,000 worksite employees in the state give ProService buying power on island medical plans and a long track record with Hawaii carriers. That scale is why HMSA and Kaiser are both on the menu.

ESAC accreditation since 2006

ESAC is the industry's financial assurance program, with a surety backstop behind the PEO's payroll tax and benefit obligations. ProService has carried it continuously for two decades, which is about as much third-party assurance as a private PEO can show.

Considerations: the things to weigh.

We frame these as considerations rather than negatives because most are real trade-offs rather than disqualifying flaws, but they are things we make sure clients understand before signing.

Not on the IRS CPEO list

A certified PEO takes sole liability for federal employment taxes and lets your wage base carry over on a mid-year start. ProService does not hold that certification, so neither applies. If your CFO or auditors require it, this is a filter, not a footnote.

Hawaii only

The PEO brand serves Hawaii. The moment a client opens a mainland location, the employees there need a second provider or a national PEO, and running two PEOs is more administration than most small companies want. We typically revisit the arrangement at that point.

Technology across several platforms

Service is delivered across multiple systems rather than one proprietary platform. It works, but an employer whose team expects a single modern app will notice the seams.

Private equity ownership since 2023

Silver Lake's majority investment and the Makai HR acquisition are recent. That is not a reason to avoid ProService, but it is a reason to get service-team continuity and renewal pricing commitments in the contract rather than the pitch.

The fit: who should and shouldn't pick ProService Hawaii.

Good fit for ProService Hawaii

  • +Hawaii employers of any size whose people are all in the state
  • +Hospitality, food service, construction and healthcare groups on the neighbor islands
  • +Companies that need the Prepaid Health Care Act handled correctly from day one
  • +Buyers who want ESAC-backed financial assurance from a locally staffed provider

Bad fit for ProService Hawaii

  • −Employers with no Hawaii operations
  • −Mainland companies that want one national PEO covering every state
  • −Buyers who require IRS CPEO certification
  • −Teams that judge a PEO by a single unified app

Frequently asked questions ProService Hawaii.

Is ProService Hawaii a certified PEO?

No. ProService is not on the IRS CPEO list, so there is no federal sole-liability shift for employment taxes. It has been ESAC accredited continuously since August 2006, which provides bonded financial assurance.

What size company is ProService Hawaii best for?

Any size with a Hawaii workforce. The company markets three tiers, 1 to 25, 26 to 99 and 100-plus employees, and its scale in the state means it can serve a five-person shop and a multi-island hospitality group.

Where does ProService Hawaii operate?

Hawaii only, with offices on Oahu, Maui, Kauai and the Big Island. An employer with mainland locations needs a second provider or a national PEO for those employees.

Does ProService Hawaii publish pricing?

No. Quotes come through a sales conversation and are typically PEPM or a percentage of payroll. Ask for both structures and for the medical rate table plan by plan.

What is the main consideration with ProService Hawaii?

The credential and footprint pair: no IRS CPEO certification, and a Hawaii-only PEO brand. Private equity ownership since 2023 also means service continuity and renewal terms are worth putting in writing.

How does ProService Hawaii compare to ADP TotalSource?

ProService wins on Hawaii-specific depth and local offices; ADP TotalSource brings national scale, a larger carrier menu and both CPEO and ESAC credentials. A Hawaii-only employer usually starts with ProService; one with mainland staff should compare both.

Does ProService Hawaii handle the Prepaid Health Care Act?

Yes. The Act's coverage and contribution rules are central to ProService's work, and it offers HMSA and Kaiser medical plans that Hawaii employees already recognize.
