PEO reviews · Updated 2026

PEO reviews: written by a broker, not by a PEO and not by an affiliate.

Independent, in-depth reviews of every major PEO, strengths, considerations, who they're right for, who they're wrong for. Our reviews reflect placements we make every week, not aggregated user submissions or affiliate-commission rankings.

How we review.

Every review on this site is structured the same way: a quick verdict, the company background (founded, ownership, scale, CPEO and ESAC status), pricing transparency (what's published vs. quote-only), the specific strengths we've documented from client engagements, the specific considerations we flag, the company sizes and industries it's actually right for, the ones it's wrong for, the most-common alternatives we recommend instead, and a state-by-state look at where the PEO actually serves clients well.

We verify CPEO and ESAC status against the public registries every quarter, the IRS CPEO list and the ESAC directory both update over time, and a review that doesn't reflect current credential status is worse than no review at all. The "last verified" date appears at the top of every review.

Our independence guarantee. PEO Consulting Partners is paid by whichever PEO a client ultimately chooses, at the same rate regardless of which PEO that is. We don't take volume bonuses, we don't carry exclusively two or three PEOs as captives, and we don't accept commissions for steering clients toward particular providers. The reviews below reflect placements we actually make, not the providers paying the highest spreads.

CPEO-certified PEOs: our reviews.

These PEOs hold IRS Certified PEO designation under IRC Section 7705. The certification status was verified against the IRS public list during our most recent quarterly review. See our CPEO guide for what the designation means.

PEOs without CPEO certification: still worth covering.

These providers do not hold IRS CPEO status. That credential gap matters for some buyers (R&D credit claimants, public companies, mid-year transitions) and is largely irrelevant for others. We cover them because they're real options for specific use cases, just with the credential context flagged.

Frequently asked questions answered.

Who writes these reviews?

PEO Consulting Partners, an independent PEO broker. We represent businesses choosing PEOs, not PEOs themselves. Our reviews reflect placements we make every week across the PEO universe. We're paid by the PEO our client ultimately picks at the same rate regardless of which provider that is, which removes the economic incentive that biases most other PEO review content.

How do these reviews differ from G2, Capterra, or TrustRadius?

Those sites aggregate user-submitted reviews, which produces large samples but with significant selection bias, PEOs actively solicit reviews from their happiest customers. Their affiliate-commission structure also creates a quiet incentive to surface higher-rated providers. Our reviews aren't aggregated; they're written by people who've sat in PEO RFPs, evaluated contracts line-by-line, and stayed through year-two renewals. Different methodology, different output.

Why don't you publish star ratings?

Because a single star rating across multiple dimensions (price, service, technology, benefits, compliance) loses the information that actually matters. A 4-star PEO might be a 5-star fit for one client and a 2-star fit for another depending on their headcount, industry, and geography. We publish multi-dimensional ratings on the individual review pages (technology, service, benefits, compliance) and let you weight them yourself.

Are all PEOs in your universe reviewed?

Not yet. We're publishing in-depth reviews progressively. The first batch (TriNet, Insperity, ADP TotalSource, Justworks) goes live in mid-2026; additional reviews follow over the following quarters. The full universe of 16 PEOs we cover with depth is visible in our directory at /best-peos, and we have a quicker comparison view at /peo-compare.

How do I know I'm reading an honest review?

Three signals: (1) we name specific limitations of every PEO we cover, read any of our reviews and look for the 'considerations' sections; (2) we disclose our compensation structure on every page; (3) we'll tell you when a PEO is wrong for you, including in writing during a consultation. If you want the test, schedule a free consultation and ask us why each PEO we recommend is right for your specific business, and then ask why one of the others isn't.
