BBSI (Barrett Business Services) Review, an independent broker's honest assessment.

BBSI is the PEO we reach for when workers' compensation and an in-person branch team matter more than software: a NASDAQ-listed company with 138,218 average worksite employees in 2025, 45 branches in 15 states, ESAC accreditation and SOC 1 testing, and comp capability that includes self-insurance in four states and a captive for two more. The two flags are that it is not on the IRS CPEO list and that California supplies most of its revenue, so the bench thins as a client moves east.

Quick verdict: the TL;DR.

Our score
4.0/5
Public-company transparency, real scale, ESAC plus SOC 1 and deep workers' compensation capability; held back by the absence of CPEO certification, heavy California concentration and technology that management itself describes as a 2026 roadmap item.
Best for
California and West Coast employers of 10 to 100 in construction, manufacturing, transportation, home healthcare and hospitality, where comp rates and a local branch decide the comparison.
Worst for
Buyers who require IRS CPEO certification, fully remote or multi-state teams with no West Coast center of gravity, and employers who want a best-in-class self-service platform.

We've placed clients with BBSI (Barrett Business Services) across multiple industries and headcounts. The assessment below reflects what actually happens in real engagements, not what the BBSI (Barrett Business Services) sales deck says happens, not what the affiliate review sites report based on commission spreads, and not what aggregated G2 stars suggest.

Company background: BBSI (Barrett Business Services).

Barrett Business Services, Inc., BBSI, was incorporated in Maryland in 1965, traces its origins to a 1951 staffing business and is headquartered in Vancouver, Washington. It trades on NASDAQ under BBSI, and as of December 31, 2025 it employed 3,197 people, of whom 896 were management, sales and administrative staff and 2,297 were staffing services employees.

By worksite employees it is one of the largest PEOs in the country: 138,218 average worksite employees in 2025 across more than 8,200 PEO clients, which implies an average client of roughly 17 employees. The model is decentralized. BBSI runs 45 branches in 15 states and assigns each client a stated four-specialist team covering payroll, HR, risk and business strategy, so an owner-led small business gets operating advice alongside its HR.

Being public means the diligence a buyer normally has to take on faith is in a 10-K: audited financials, quarterly reporting and management's own description of the business. That filing is also where the concentration shows. California produced most of BBSI's 2025 revenue, and management describes new IT product launches as a 2026 roadmap item. BBSI is ESAC accredited and SOC 1 certified; it is not on the IRS CPEO list.

Pricing: what to expect.

BBSI quotes per client and explicitly says it does not use flat or generic pricing tiers. The rate is built from headcount, workforce mix, turnover, loss history, job-function risk and the client's experience modification. That is a workers' compensation underwriter's view of pricing, and it tells you what BBSI is.

For a construction, manufacturing or transportation employer the comp line usually carries the comparison. BBSI self-insures workers' compensation in Colorado, Maryland, Ohio and Oregon and runs a captive insurer for Arizona and Utah, which lets it write higher-hazard classes on terms the standard market does not offer. Ask for the class rates and the mod treatment in writing, and compare them against your current policy and against another comp-led PEO.

Agreements are typically annual. Confirm the notice and exit terms in the client service agreement, and ask how the rate resets at renewal when your loss history moves.

Strengths: what BBSI (Barrett Business Services) does well.

You can read the 10-K

Most PEOs ask you to take their solvency on faith. BBSI publishes audited financials and quarterly results, and layers ESAC accreditation and SOC 1 control testing on top. For a buyer whose board asks who is holding the payroll tax money, that is an unusually complete answer.

Workers' compensation depth

Self-insurance in four states, a captive for two more and a book built on blue-collar classes mean BBSI can price higher-hazard work that national PEOs decline. For a roofing contractor, a trucking company or a home health agency, that is the reason to call.

A local branch with a four-person team

Forty-five branches in 15 states, each client assigned specialists in payroll, HR, risk and business strategy. The strategy seat is unusual: BBSI sells itself to owner-led businesses as a business consultant that also runs HR, and references describe it that way.

Scale with a small-business focus

138,218 average worksite employees across more than 8,200 clients means buying power on benefits and carriers, delivered to companies that average about 17 employees. Few PEOs of that size are built around a 10 to 100 person client.

Considerations: the things to weigh.

We frame these as considerations rather than negatives because most are real trade-offs rather than disqualifying flaws, but they are things we make sure clients understand before signing.

Not on the IRS CPEO list

A certified PEO takes sole liability for federal employment taxes and carries the wage base over on a mid-year start. BBSI does not hold that certification. ESAC and SOC 1 cover financial assurance and controls; they do not substitute for the federal tax shift if your finance team screens on it.

California is most of the business

The 2025 10-K shows California supplying the large majority of revenue. The branch bench is deepest there and in the West; an employer whose footprint is centered in the Midwest or the East should ask which branch will serve it and how.

Technology is a roadmap, not a selling point

Management describes new IT product launches as a 2026 item. The current tools are functional. A company choosing a PEO for its employee app should compare the technology-led providers first.

The fit: who should and shouldn't pick BBSI (Barrett Business Services).

Frequently asked questions BBSI (Barrett Business Services).

Is BBSI a certified PEO?

No. BBSI is not on the IRS CPEO list, so there is no federal sole-liability shift for employment taxes. It is ESAC accredited and SOC 1 certified, and as a public company it publishes audited financials.

What size company is BBSI best for?

Small and mid-size businesses. Its 2025 figures imply an average client of about 17 worksite employees, and the model fits best between 10 and 100 employees, especially in blue-collar classes.

Where does BBSI operate?

Through 45 branches in 15 states, headquartered in Vancouver, Washington. California supplied most of its 2025 revenue, so the bench is deepest on the West Coast.

Does BBSI publish pricing?

No. BBSI states that it does not use flat or generic pricing tiers; each rate is built from headcount, workforce mix, turnover, loss history, job-function risk and experience modification.

What is the main consideration with BBSI?

The pair of CPEO absence and California concentration. A buyer who needs the federal tax shift, or whose workforce sits far from the West, should weigh both before relying on the comp advantage.

How does BBSI compare to Insperity?

BBSI is comp-led, branch-based and strongest for blue-collar West Coast employers; Insperity is a premium high-touch national model with both CPEO and ESAC credentials and a far larger office network. A construction company compares comp rates first; a professional services firm usually starts with Insperity.

Why does BBSI's workers' compensation matter?

BBSI self-insures comp in Colorado, Maryland, Ohio and Oregon and runs a captive insurer for Arizona and Utah, which lets it write higher-hazard classes on its own terms. For an employer with a difficult class code, that line can decide the comparison.
