Deel PEO Review, an independent broker's honest assessment.

Deel PEO is the natural choice when a company already runs contractors or employer-of-record staff on Deel and now wants US employees on the same screen: it publishes a starting rate, markets month-to-month terms and offers co-employment in all 50 states on one of the strongest platforms in the category. It also holds neither IRS CPEO certification nor ESAC accreditation and has operated as a US PEO only since September 2023, so conservative buyers should price that gap against a credentialed competitor rather than treat it as a rounding error.

Quick verdict: the TL;DR.

Our score
3.0/5
Best-in-category platform, published entry pricing and a global-plus-US model nobody else matches; held back by the absence of both credentials, a US PEO that launched in 2023 and litigation that risk-averse buyers will want to diligence.
Best for
Remote and multi-state technology, software, media and professional services teams of 10 to 100, especially foreign-headquartered companies hiring their first US employees on a platform they already use.
Worst for
Buyers who require CPEO certification or ESAC accreditation, blue-collar and high workers' comp risk employers, and companies that want a PEO with a decade of US claims and audit history.
Sweet spot

Pricing
Published as starting at $125 per US PEO employee per month; final quote varies by benefits and risk

We've placed clients with Deel PEO across multiple industries and headcounts. The assessment below reflects what actually happens in real engagements, not what the Deel PEO sales deck says happens, not what the affiliate review sites report based on commission spreads, and not what aggregated G2 stars suggest.

Company background: Deel PEO.

Deel was founded in 2019 in San Francisco and built its business on global payroll, employer-of-record and contractor management. Deel PEO is the US co-employment division, launched in September 2023 through the entities Deel PEO US, LLC and Deel Employment Services, LLC. The parent is venture-backed and privately held, with about 7,500 employees company-wide as of 2025; PEO-specific headcount is not published.

The proposition is unusual in this industry. US co-employment sits in the same account as Deel's global payroll, EOR and contractor products, so a company with engineers in three countries and a sales team in four states runs everyone from one platform. Co-employment is offered across all 50 states with medical, dental, vision, 401(k), EPLI and workers' comp bundled, and product velocity and platform usability are among the strongest in the category.

Where Deel PEO departs from the established PEOs is credentials and tenure. It is not on the IRS CPEO register under Deel, Deel PEO US, LLC or Deel Employment Services, LLC, so clients do not receive the federal employment tax liability shift a certified PEO provides. It is not ESAC accredited, so there is no third-party financial assurance bond behind payroll tax and benefit remittances. And a US PEO operating since 2023 has not been through the renewal cycles, audits and claims history that let a buyer judge how its carrier relationships hold up under stress.

Pricing: what to expect.

Deel PEO publishes a starting rate on its own website, which most PEOs will not do, and prices as a flat PEPM. The published figure is a starting point: the final quote varies by the benefits selected and the risk profile of the group, so treat it as the floor, not the number you will pay.

The contract terms are the other break from industry practice. Deel markets month-to-month terms with no long-term commitment, which is rare in a market built on annual client service agreements. Note that a promotional three months free is tied to a two-year term, so confirm which structure your quote uses before you sign; the two are not the same offer.

For a white-collar remote team the medical line will decide the comparison, since the administrative fee is already visible. Ask for the plan-by-plan rate table in your employees' states and put it beside a credentialed competitor's menu on the same census.

Strengths: what Deel PEO does well.

US and global staff on one platform

No other PEO on our panel runs US co-employment inside the same account as global payroll, EOR and contractor management. For a company that is already on Deel internationally, adding US employees means no second system, no second login and no reconciliation between vendors.

Published entry pricing

Deel publishes a starting PEO rate on its site. That does not tell you your final number, but it lets a buyer rule Deel in or out before a sales call, which the quote-only majority of this industry does not allow.

Month-to-month terms

Deel markets no long-term commitment, against an industry norm of annual agreements with notice windows. For a startup that may change shape in six months, that flexibility has real value; just confirm it applies to your quote and not only to the non-promotional structure.

The platform

Product velocity and usability are among the strongest in the category. Onboarding, payroll, benefits enrollment and the employee experience are where Deel competes hardest, and a team that judges a PEO by its software will notice.

Considerations: the things to weigh.

We frame these as considerations rather than negatives because most are real trade-offs rather than disqualifying flaws, but they are things we make sure clients understand before signing.

Neither CPEO nor ESAC

No IRS CPEO certification means the federal employment tax liability stays with you rather than transferring to the PEO, and the wage base does not carry over on a mid-year start. No ESAC accreditation means no bond behind payroll tax and benefit remittances. We put Deel PEO beside at least one certified competitor and price that difference explicitly.

A US PEO since 2023

Established PEOs have decades of renewal cycles, audits and claims history. Deel PEO has a few years. That is not a defect, but it is less evidence, and a buyer with a demanding board should weigh it.

Distributed support, not a local team

Service runs through a distributed support model rather than a local office with a named regional team. For a remote-first company that is often fine; for an employer that wants a person to visit, it is not what Deel sells.

Litigation to diligence

Deel has been the subject of significant litigation and a reported DOJ inquiry. We do not characterize the merits here; we note that a risk-averse buyer will want to read about it before signing.

The fit: who should and shouldn't pick Deel PEO.

Good fit for Deel PEO

  • +Companies already running global contractors or EOR workers on Deel
  • +Foreign-headquartered companies hiring their first US employees
  • +Remote and multi-state technology, software, media and professional services teams of 10 to 100
  • +Buyers who want a published starting rate and month-to-month terms

Bad fit for Deel PEO

  • −Buyers who require IRS CPEO certification or ESAC accreditation
  • −Blue-collar, construction and high workers' comp risk employers
  • −Companies that want a long-established PEO with a decade of US claims and audit history
  • −Employers that want a local office and a named regional service team

Common alternatives: PEOs to compare against Deel PEO.

When a client is evaluating Deel PEO, these are the three alternatives we most often put on the shortlist. The rationale below explains when each one beats Deel PEO and when it doesn't. For the full comparison on cost, benefits and service, read Deel PEO alternatives compared.

Frequently asked questions Deel PEO.

Is Deel PEO a certified PEO?

No. Deel PEO is not on the IRS CPEO register under Deel, Deel PEO US, LLC or Deel Employment Services, LLC, and it is not ESAC accredited. Neither the federal tax-liability shift nor a financial assurance bond applies.

What size company is Deel PEO best for?

It positions for 5 to 200 employees and fits best between 10 and 100, particularly remote and multi-state white-collar teams.

Where does Deel PEO operate?

Co-employment is offered in all 50 US states, from the same platform that runs Deel's global payroll, EOR and contractor products.

Does Deel PEO publish pricing?

Yes. Deel publishes a starting PEO rate per US employee per month on its website, which most PEOs do not. The final quote varies by benefits and risk, so the published figure is a floor.

What is the main consideration with Deel PEO?

The credential gap. No CPEO certification and no ESAC accreditation, on a US PEO that launched in September 2023. Add the reported litigation and DOJ inquiry to the diligence list.

How does Deel PEO compare to Justworks?

Both publish pricing and both serve small white-collar teams. Justworks holds CPEO certification and ESAC accreditation and declines heavy-risk industries; Deel adds global payroll and EOR on the same platform but lacks both credentials. If you have no international staff, Justworks is the safer default; if you do, Deel's single platform is the argument.

Are Deel PEO's terms really month-to-month?

Deel markets month-to-month terms with no long-term commitment. A promotional three months free is tied to a two-year term, so confirm in writing which structure your quote uses.
