The Employer Group Review, an independent broker's honest assessment.

The Employer Group is a small Wisconsin PEO, operating since 1995 and wholly owned by M3 Insurance since January 2023, that lets an employer buy payroll, HR or full co-employment separately and gives direct access to the people doing the work. It is a Wisconsin recommendation: neither CPEO certified nor ESAC accredited, very small by national standards, and concentrated in one state, so we move clients to a national PEO once they spread across several states.

Our score
3.0/5
Direct local service, an insurance brokerage parent and unbundled service selection are useful for Wisconsin small businesses; the score reflects the credential gap, very small scale and limited public detail on technology.
Best for
Wisconsin and Madison-area small businesses of 10 to 50 employees with no in-house HR that want to pick services rather than buy a full bundle.
Worst for
Multi-state employers, buyers who require CPEO or ESAC credentials, and anyone who wants a deep technology platform.

We've placed clients with The Employer Group across multiple industries and headcounts. The assessment below reflects what actually happens in real engagements, not what the The Employer Group sales deck says happens, not what the affiliate review sites report based on commission spreads, and not what aggregated G2 stars suggest.

Company background: The Employer Group.

The Employer Group was founded in 1995 and is based in Verona, Wisconsin, outside Madison. Since January 1, 2023 it has been a wholly owned subsidiary of M3 Insurance, a regional insurance brokerage. That ownership is the most useful recent fact about the company: a PEO of about 26 staff, by its own team page, now has a brokerage parent with a benefits and risk bench behind it.

The company is small and local by design. It has served the Wisconsin market for three decades, has repeat Madison-area Best Places to Work recognition, and sells its services unbundled: a client can buy payroll alone, HR alone, or full co-employment. For a small employer that is not ready for a PEO relationship, that flexibility is unusual in this market, where most providers sell a bundle or nothing.

The Employer Group is on neither the IRS CPEO list nor the ESAC accredited directory. CPEO certification moves sole liability for federal employment taxes to the PEO and lets the wage base carry over on a mid-year start; ESAC provides bonded third-party financial assurance. Neither is in place here, and the company publishes no worksite employee count.

Pricing: what to expect.

The Employer Group quotes per client and does not publish pricing. Because services can be bought separately, ask for the quote two ways: the service or services you want today, and the full co-employment bundle, so you can see what stepping up would cost later and whether the unbundled path is actually cheaper for your headcount.

The benefits line deserves specific attention. A PEO this small has little master medical buying power of its own, so the question is what the M3 Insurance parent brings to the table on group health and ancillary lines. Ask for the plan-by-plan rate table at your census and put it beside a national PEO's master plan; the local option sometimes holds up for a Wisconsin-only group, and the comparison is the only way to know.

Contracts are annual in the normal course. Confirm notice and exit terms in the client service agreement, and ask how an unbundled client's terms differ from a co-employment client's.

Strengths: what The Employer Group does well.

Buy the services you need, not a bundle

Most PEOs sell co-employment or nothing. The Employer Group lets a small business start with payroll or HR support and add co-employment later, without changing vendors. For an owner who is not ready to hand over the employment relationship, that is a practical on-ramp.

A regional insurance brokerage behind it

Since the January 2023 acquisition, The Employer Group has M3 Insurance's benefits and risk capability behind it, which gives it more bench on group health and insurance questions than a 26-person team would otherwise have. For an employer already working with a regional brokerage, that structure is familiar.

Direct access to the people doing the work

A small team means the person who answers is usually the person who processes your payroll or handles your HR question. There is no departmental hand-off to get lost in, which is the complaint we hear most about larger PEOs.

Thirty years in one market

The Employer Group has operated in Wisconsin since 1995 and carries repeat Madison-area Best Places to Work recognition, which says something about staff continuity. A small PEO's value is its people, and people who stay are the point.

Considerations: the things to weigh.

We frame these as considerations rather than negatives because most are real trade-offs rather than disqualifying flaws, but they are things we make sure clients understand before signing.

Neither CPEO certified nor ESAC accredited

There is no federal sole-liability shift for employment taxes and no bonded financial assurance behind client funds. For a small owner-led business the practical exposure may be acceptable, but a buyer whose CFO or auditor asks for either credential should look at a certified peer. Ask for financial statements and references at your headcount.

Very small scale, concentrated in Wisconsin

About 26 staff and a single-state focus is a feature for a Madison small business and a limit for anyone else. An employer with employees in several states, or planning to be, should start with a national PEO rather than outgrow a local one.

Limited public detail on technology

The company publishes little about its platform. Ask to see the employee self-service and payroll tools in a demo before signing, and decide whether they meet what your workforce expects.

The fit: who should and shouldn't pick The Employer Group.

Good fit for The Employer Group

  • +Wisconsin and Madison-area small businesses of 10 to 50 employees
  • +Employers with no in-house HR function who want direct access to the team doing the work
  • +Businesses that want to buy payroll or HR alone before committing to co-employment
  • +Companies already working with a regional insurance brokerage and comfortable with that model

Bad fit for The Employer Group

  • −Multi-state or national employers
  • −Buyers who require IRS CPEO certification or ESAC accreditation
  • −Employers who want a modern self-service HR platform as a primary requirement
  • −Companies planning to grow well past 100 employees in the next few years

Small businesses of roughly 5 to 100 employees, with the best fit between 10 and 50.
