Abel HR Review, an independent broker's honest assessment.

Abel HR is a family-owned New Jersey PEO, independent since 1992 and on the IRS Certified PEO list since October 2018, with a service model built on an explicit promise that a named person answers the phone. What is missing is ESAC accreditation and any published scale data, so we ask for audited financials, a master medical renewal history and references at your headcount before recommending it, and we think that trade-off is often acceptable for an owner who values continuity and a direct line over platform polish.

Quick verdict: the TL;DR.

Our score
3.5/5
A real CPEO with three decades of family ownership and a phone-first service promise; held back by no ESAC accreditation, no published scale figures, limited master medical leverage and technology delivered through a third-party platform.
Best for
Northeast small and mid-size employers of 10 to 75 whose owners want a named human on the phone, CPEO-backed payroll tax protection and bundled workers' comp and safety support.
Worst for
Companies that want a modern self-service HR platform, large multi-state employers needing a national service footprint, and buyers who require ESAC accreditation.

We've placed clients with Abel HR across multiple industries and headcounts. The assessment below reflects what actually happens in real engagements, not what the Abel HR sales deck says happens, not what the affiliate review sites report based on commission spreads, and not what aggregated G2 stars suggest.

Company background: Abel HR.

Abel HR was founded in 1992 and is family-owned and operated, with no private equity involvement in its history. It is a long-standing NAPEO member with deep experience in the New Jersey market. The company does not publish its staff count or its worksite employee count, so there is no public measure of its scale; what it publishes instead is a service promise, that clients reach a named person by phone rather than a ticket queue.

The offer is a bundle: payroll, benefits, workers' compensation, safety support and ACA compliance in one agreement. Technology is delivered through the isolved platform rather than proprietary software, which is common in the regional tier and worth knowing because it means the employee experience is isolved's, not Abel HR's.

On credentials, Abel HR Inc. and affiliated entities have been on the IRS Certified PEO list since October 1, 2018. CPEO status caps a client's federal employment tax exposure if the PEO fails to remit, which matters more for a smaller independent PEO than for a national brand, and lets the wage base carry over on a mid-year start. Abel HR is not listed in the ESAC accreditation directory, so there is no third-party financial assurance bond behind its obligations.

Pricing: what to expect.

Abel HR quotes per client and does not publish pricing. The model is PEPM or a percentage of payroll, built from headcount, states, workers' compensation class codes and the benefits census. Ask for the quote in both forms if your payroll profile makes one clearly cheaper.

The line to diligence is medical. Abel HR's scale is small relative to national PEOs, which limits its leverage on master medical plan rates, and medical is the largest line on any PEO invoice. We ask for a current master medical renewal history and we put a national PEO beside Abel HR on the same census before a client signs, so the service premium, if there is one, is a known number.

Annual agreements are typical. Confirm the notice period and exit terms in the client service agreement before signing.

Strengths: what Abel HR does well.

A phone-first service promise

Abel HR says a named person answers, and it builds the model around that rather than a portal and a queue. For a 10 to 75 person company whose owner is the de facto HR department, that is the difference between a vendor and a relationship.

CPEO since 2018

Federal employment tax liability shifts to the PEO and the wage base carries over mid-year. For a smaller independent PEO, this is the credential that matters most, because it protects the client if the PEO ever fails to remit.

Family-owned since 1992, no roll-up churn

No private equity integration, no rebrand, no new owner reorganizing the service team. The people a client meets in year one are likely the people they deal with in year five.

Workers' comp and safety in the bundle

Payroll, benefits, workers' compensation, safety support and ACA compliance in one agreement. For construction, manufacturing and engineering clients in the Northeast, having safety support bundled rather than bolted on is useful.

Considerations: the things to weigh.

We frame these as considerations rather than negatives because most are real trade-offs rather than disqualifying flaws, but they are things we make sure clients understand before signing.

No ESAC accreditation

There is no independent financial audit or surety behind Abel HR's obligations through ESAC. Combined with unpublished scale figures, that means a buyer has to do the financial diligence directly: ask for audited financials and current bonding arrangements before signing.

Small scale and master medical leverage

A smaller worksite employee base usually means less buying power on medical. It may still price competitively for your group, but it has to be tested on your census against a national PEO rather than assumed.

Technology is isolved, not Abel HR's

The platform is a third-party HCM system. It is competent, and it is not a reason to choose Abel HR. A company whose employees expect a modern self-service experience should see it demonstrated before deciding.

The fit: who should and shouldn't pick Abel HR.

Good fit for Abel HR

  • +Northeast small and mid-size employers of 10 to 75 who want a named human on the phone
  • +Owners who value CPEO-backed payroll tax protection from an independent PEO
  • +Businesses that want workers' comp and safety support bundled with payroll and benefits
  • +Professional services, healthcare and dental, construction, manufacturing, engineering and nonprofit employers in New Jersey and the Northeast

Bad fit for Abel HR

  • −Companies that want a modern self-service HR platform as a primary criterion
  • −Large multi-state employers that need a national service footprint
  • −Buyers who require ESAC accreditation
  • −Employers above 150 employees, past Abel HR's stated range
