XcelHR is a credible Mid-Atlantic option for the smallest end of the market, where most national PEOs will not quote at all. The government contracting practice is the real differentiator: if you are running an SCA or Davis-Bacon covered contract with a handful of people, having wage determination and fringe compliance sitting next to payroll is worth more than a slicker platform. The credential picture is the caveat we raise with clients, because XcelHR announced IRS certification in 2019 but does not appear on the current CPEO list and is not ESAC-accredited. We ask for written confirmation of current certification status and a financial assurance summary before recommending them to a buyer whose CFO cares about either.
